Warp is powerful because it allows you to cast a card for less mana than its base cost, but the card is exiled at the end of the turn and then can only be cast for its full cost
The amount of card selection here is not bad for two mana, and the flexibility of being able to just name a card in your hand if you dont like the cards you scry means youre nearly guaranteed to get that value
